The CPMR is looking for a Policy Officer (one-year VIE contract – renewable) based in Brussels at CPMR Secretariat (Rond point Schuman 14) to support the work of the CPMR on main EU Climate policies. 

We are looking for a dynamic person with strong interpersonal and drafting skills, but also a solid understanding of the EU institutional system and an understanding of EU policies affecting regional and local authorities.

JOB DESCRIPTION | Your responsibilities 

The Policy Officer (Climate Policies) will report to the CPMR Director for Maritime Affairs and Climate. 

She/he is responsible for assisting the activities of the CPMR on European, national and regional Climate policies, as follows: 

  • Monitor specific EU legislation and policies files related to the Climate adaptation and mitigation dossiers followed by the CPMR; 
  • Development of contents in key areas of interest (e.g. technical notes or briefings, participation in the reflections of the CPMR policy teams dedicated to Climate); 
  • Organisation of relevant CPMR events (e.g. working groups, task forces, workshops, sessions in CPMR statutory events), related to Climate (e.g. contact with member regions/CPMR Geographical Commissions, speakers, note taking, mailings, logistic support); 
  • Supporting communication tasks related to CPMR activities and/or event on Climate (e.g. redaction of articles, press releases); 
  • Design and implementation of European projects dealing with climate adaptation and mitigation. 

QUALIFICATIONS AND SKILLS REQUIRED | Are you the person we are looking for? 

Essential work experience and educational background: 

  • Higher education qualifications (University, Master or Ph.d degree in a relevant field); 
  • Minimum two years’ experience working professionally (including internships) after studies; 
  • Professional spoken and written proficiency in English; 
  • Solid knowledge of the EU institutional system and legislative process; 
  • Work experience within a public authority (especially a regional authority) and/or politically-led EU, transnational or international organisation, preferably in an advocacy/lobbying role; 
  • Experience in organising events involving pan-European participants and focused on (a) EU policy theme(s); 
  • Demonstrable knowledge and/or professional experience in the area covered by the position. 

Desirable experience: 

  • Knowledge and understanding of regional interests in relation to European Union policies; 
  • Experience and/or keen interest in EU affairs, Climate issues; 
  • Proficiency in French and any other language spoken by CPMR members is a plus. 

DESIRABLE PERSONAL SKILLS | As a person, we expect that you have/are:

  • Diplomacy skills and an understanding of different cultural contexts, able to respect and embrace the different working cultures represented within the membership of the CPMR;

  • Strong analytical skills and an ability to weigh the various interests against an overall view and manage multiple tasks simultaneously; 
  • Communication skills, particularly relating to social media; 
  • A skilled networker able to build and maintain strong professional relationships and chorale stakeholders around a course; 
  • Politically astute, and able to adapt language and approach to manage unexpected and complex or politically sensitive situations; 
  • Able to operate effectively in a fast-paced, politically charged environment. Able to manage stress. 
  • Able to respect hierarchy and deadlines, and to prioritise and manage time effectively.

EMPLOYMENT TERMS 

The position is a VIE contract. The selected candidate must be under 29 years old. The successful applicant is to start preferably on 1st June.
